Business news for last week, which has just been compiled from official cources, reveals a slight recession in several basic industries. While the de- cline is described as largely seasonal, it indicates that there was not enough momentun in the first quarter of year to assure a sustained rise. The business machine is compared at this time to an airplane which bumps along the ground in an effort to as- cend, only to meet obstacles that cause a descent to the ground level. After several weeks of apparent sta- bility, the wholesale price level has shown some weakness and there have been some drops in steel mill activity and electric power production. Bond Financing Held Up. General finance has been affected, in that the low earning reports, par- ticularly of the railroads, and & con- tinued reluctance on the part of banks to participate in the general investment market have brought about a continued liquidation in stocks and bonds, which, of course, held up new bond financing. While the rate of decline in business has been seasonal, it does suggest relatively a low level of activity during the rest of the month. Summarizing reports of the first quar- ter of the year, with complete statistical information now available, the view seems to be general that the recession has been detf::luly checked so far as fundamental changes are ezmumed but there is no concealing the d of ism concerning an imm revival. Open agitation in many qu-r- ters for wage reductions is disturbing those who are depending on mass con- sumers for their sales. One of the most significant things is the lack of real apprehension about the fluctuations of the business curve, for there seems to be a general feeling that the present period of readjustment is inevitable and that some of the major industries are bound to show a decided pickup_during the latter part of the year. Thus, for example, while the in- dex of steel mill activity is declining, railroad buying and orders for struc- tural steel due to expected construction will no doubt bring a material improve- ment to the steel industry.
