LONDON, Januarv 30.—Birth of a new faction within the ranks of the Conservative party was seen today as the probable denouement of a disagree- ment on Indian policy between Stan- ley Baldwin and the outspoken Winston Churchill. From correspondence between the two Conservative leaders just published it appears that Churchill, while his “warm personal friendship” for Baldwin s undiminished, thinks it best that he abstain from meetings of the party's Business Committee—or war council— which is composed of the inner few and includes, chiefly, former cabinet ministers. Baldwin accepts Churchill’'s view that he should cease attending the commit- tee meetings. Lord Lioyd Opposes. Churchill is not alone in dissenting from the Baldwin Indian views. Lord Liloyd, former Egyptian high commis- sioner and always outspoken, starts to- | night in Manchester on a_barnstorming | tour of denunciation of the Indian | round-table conference and its works.
