SAN FRANCISCO, January 30.—The Associated General Contractors of America was pledged today to assist in steadying industry and stimulating busi- ness. The national convention adopted eight resolutions at its closing session here yesterday. They were: Consideration for the diversion of gasoline tax revenues from highway ‘construction. Support for legislation ‘to continue the construction census. Urging State officials to formulate a system of financing public buildings by bond issue. Urging concentration of Industrial cies in a drive to eliminate con- et labor from competition with free fabor, to_be supplemented by employ- ment of convicts in reforestation and like work. Recommending surety companies write no contracts on projects ex- ceeding $25,000 until records of bid- bers’ performances are secured. Urging governmental bodies abandon purchases of material for public work, on the ground that such purchases are uneconomical and encourage bidding by irresponsible contractors, delay work and mun in low quality of construction. Pledging co-operation with the United States Building & Loan League over the country in promotion of sound con- struction. Urging passage of national legislation convict-made goods from im- portation. CAPT. PATRICK O’KEEFE TO GO ON RETIRED LIST More Than 40 Years’ Military and Civil Service for U. 8. Will End Tomorrow. After more than 40 years' military and civil service for the Government, | Capt. Patrick O'Keefe, in charge of the watch force at the State, War and | Justice Departments, will be transferred to the retired list tomorrow on his own | spplication. ‘Born at Syracuse, N. Y., January 31, | 1862, Capt. O'Keele enlisted in the United States Cavalry in September, 1883, and saw active service in Indian campaigns and in Cuba during the Spanish War of 1898. In August, 1901, he was appointed on the watch force at the Bureau of Engraving and Printing and _served there until October, 1904, when he was transferred to the office of the Secre- m{ the Interior, where he re- until June, 1922, when he was placed in charge of the watch force of the Government buildings in the Mall.
