RICHAIDSON, Special Dispatch to The Star. | NEW YORK, January 9.—Though bonds turned lower after a firm opening | today, a strong advance in stocks around noon changed the trend upward, | and earlier losses were recovered or con- | verted into net gains on the day. The market did not move in such vol- ume or with the intrepidity that has marked it in recent sessions. But on the whole its tone was excellent, and a | number of new issues, offered Thursday | and today, were quoted at fractional premiums. Money rates were unchanged with 90-day time money quoted at 2'4 to 2'2 per cent. Railroad bonds, both high grade and Junior, were much in favor. This move- ment, 'was related to the demand for carrier common stocks and to the suc- cess of new long-term bond issues put | out by the Big Four Railroad on Thurs- day.and by the Texas & Pacific Rail-| way today. | There were fractional gains in such | investment favorites as Canadian Pa- | cific 4s—an additional $10,000,000 of which were admitted to trading today— Northern Pacific 4s and Union Pacific 4s. Junior rails to show strength were Chicago & Eastern Illinois 5s, St. Paul Adjustments, St. Paul 5s, Rock Island 4135, Erie General Lien 4s, International Great Northern Adjustments, Fri:('n‘ 4'is, Southern Railway 4s and Western Maryland 4s. The first reai attempt to consolidate the views of State utility commissions on the question of control of natural gas pipe lines will be made in a confer- enc? beginning at St. Louis today, The movement was initiated by the Kansas Publi> Service Commission, which has been wrestling with the matter for sev- eral years in an effort to control the Cities Service Gas Co. and its subsid- laries, which serve natural gas to many Kansas municipalities. The particular subject to be discussed at the St. Louis conference will be a bill recently introduced in the United States Senate’ by Senator Capper of Kansas for the creation of a Federal Gas Pipe Line Commission to regulate and con- trol the rates and services of all f5 transmitted in interstate commerce. The measure was presented at the instance of the Kansas Commission. Network of Distribution. Practically ali of the 27 States which have natural gas service exercise au- thority over the rates of the distributing companies, but in many cases the gas is received through pipe lines from another State. The transportation usually is carried on by a separate corporation, al- though the actual ownership may be the same. The transportation company, however, carrying the gas in interstate commerce, sells the product to the dis- tributing company at the city gate, and 5o far the States have not been success- ful in their efforts to control the price charged by th: carrying company. It Is this situation that the Capper bill is desigred to meet. The State commissions find them- selves in a rather anomalous position. For the most part they are disposed to turn to the Federal Governmeni for legislation to reach natural gas service, while at the seme time they are vi lently opposed to the Couzens bill pro- viding for Federal control of interstate electric service. NEW YORK, January 9.—Secretary Mellon's proposal that Congress amend the second Liberty bond act so as to increase the total limit of the issue from $20,000,000,000 to $28,000,000,000 should be passed right away. At pres- ent a total of a little more than $18,- 000,000,000 has been issued, leaving a margin of less than $2,000,000,000 for future refunding operations of the Treasury. Secretary Mellon wants this act amended so that he may be enabled to issue bonds whenever he deems it is “in the public interest” to do so. He wants a little leeway in which to work. Never was the time more opportune to issue long-term bonds at low rates of interest than now. Next year the Liberty loans, totaling a little l°ss than $2,000,000.000, with interest rates at 315, 4 and 41, per cent, are callabie, although they mature in 1947. The Liberty loan, at 4!, per cent, which aggregates about $6,250,000,000, s also callable, although it matures in 1938. This is a signal victory for the New York lawyer who refused to give up hope that an agreement could be reached after the recent break-up of the Brussels conference.
