Unemployment insurance was pro- posed last night by Senator Wagner, Democrat, New York, as the next step in his program for dealing with the problem of the jobless. ‘Wagner announced he would intro- duce, as soon as Congress convenes after the holidays, a resolution calling for a study of the private and public unemployment insurance systems here and abroad and a bill proposing Fed- eral and State co-operation in the maintenance of such a system.
