Unemployment during the current slack business period was not discussed, however. Immigration problems held domi- nance. More stringent naturalizaiion and deportation laws were proposed, in- cluding provision for expuhlnn of ‘habitua) lawbreakers and other “‘classes of undesiable aliens now immune from | deportation.” Restriction of immigrition to indus- trial needs was recommend:d as a per- manent policy. Davis wants this brought about with a codification of the * immigration laws into one statute,| bringing together many “fragmentary and often conflicting and discrimina- tory enactments” which Congress has approved to meet particular situations. Would Codify Quota Laws.
