A document of paramount importance to the powers of the world, bearing the signature of an Emperor, will speed across the American continent this week by air, guarded only by two offi- cers of the American Army. It is the Japanese ratification of the London treaty, which must be deposited in London before the pact between the United States, Great Britain and Japan may formally become effective. Its travel is hastened because the powers want the treaty in full force, to serve as a basis for discussion at the meeting in Geneva November 6 of the Prepara- tory Disarmament Commission of the League of Nations. At the request of the Japanese gov- ernment the United States has detailed two Army pursult planes piloted by Lieuts. Irvin A. Woodring and William M. Campbell to rush the document from Vancouver, British Columbia, to New York. There it will be intrusted to Pierre De L. Boal, assistant chief of the Western European division of the State Department.
