Payne, the istant Secretary of War, who is charged under the na- tional defense act with the mobilization of industry. A llrfe number of engi- neers and industrialists, representing the War Department and private busi- ness, are expected to attend the two- day meeting. Practical demonstrations of the ef- fectiveness of modern munitions and armaments used by land, air and anti- aireraft forces will be given the asso- ciation members October 9 at the Aber- deen Proving Grounds, Md. Benedict Crowell of Cleveland, who was_director of munitions during the World War, is president of the associa- tion, and will preside at the mieeting.
