More protection for legitimate busi- ness in alcohol and stricter regulations against the “criminal element osten- | sibly engaged in business to cover up fllegal liquor operations,” were pledged today to the new Industrial Advisory Council meeting at the Carlton Hotel, by Dr, James M. Doran, commissioner of the Bureau of Industrial Alcohol. By the Associated Press. ‘TOKIO, October 3.—Admiral Takeshi ‘Takarabe, minister of the navy, today tendered his resignation to Premier Hamaguchi, who appointed Baron Ki- yokazu Abo his successor. Baron Abo, an admiral and member of the supreme war council, was naval adviser to the Japanese delegation at the London Naval Conference. Admiral ‘Takarabe was one of the delegates. It was the London Conference which led to Takarabe's resignation. Criti- cized bitterly by his cabinet colleagues on one hand and fellow naval officers on the other, both during the confer- ence and since his return to Japan, Takarabe wanted to Tesign previously. He retained his office until the treaty was ratified, however, in order to avold ;ml:arnssment to the Hamaguchi cab- inet. Baron Abo is 51 years old. His rise from a lieutenant commander has been slow but impressive. His last promo- tion was to the supreme war council in December, 1928. He served as vice minister of the navy from 1923 to 1925. Admiral Takarabe was appointed minister of the navy in June, 1922. Previous to the London Conference he was regarded one of the most popular of the Hamaguchi cabinet. He been .criticized for his stand that Japan's naval defenses were unneces- sarily weakened by the terms of the treaty. The treaty was finally signed and ratified yesterday by Emperor Hirohito. SHOUSE TAX CUT FOR RACING BETS Democratic Chairman’s Loss on Election Among Claims Reported Disallowed. By the Associated Press. NEW YORK, October 3.—A Wash- ington dispatch to the New York Times says Jouett Shouse, chairman of the Democratic National Executive Com- mittee, has been allowed income tax reductions for losses on horse races, but not for election bet losses, club dues and entertainment. The ruling, revealed in the records of the Board of Tax Appeals, was & com- promise settlement of a claim of $4,840 which the Treasury Department held was due on Shouse’s income tax pay- ments for 1923, 1924 and 1925. ‘The records reveal Mr. Shouse's net losses on horse race bets at Maryland and Kentucky tracks of $5,500 in 1923, 10,904 in 1924 and $6,054 in 1925. He also claimed reductions under the head of business expenses of dues paid to the City Club, Athletic Club Ind University Club, all of Kansas_City, | and the Metropolitan Club of Wash- ington and on the cost of entertaining at_his home and clubs of $18,000.
