Sometimes it is the person herself who seems cooped up and who makes every one feel cramped. I remember one waitress who was of average size, yet when she waited on the table the dining room, which was not small, seemed entirely inadequate. She gave the impression of squeezing in behind chairs and of having difficulty in find- ing space to remove and replace plates and dishes. The homemaker who finds her rooms seem cramped will do well to discover, if possible, just why they do. It may be that the furniture can be pushed back farther, that some rearrangement will foster the appearance of space. October 3, 1819—The contest over the question of having public “market days” on Sundays has reached the point where those who favor Sunday markets are planning tonight to hold a market day tomorrow at the eastern end of the Navy Yard Bridge. Whether the project will” be successful is doubtful at this time, especially since the location is so far from the center of the City of Washington. 3 The subject has been agilated for a number of years. James H. Blake, when he was mayor of the City of Washing- ton, several years ago, suggested by way of compromise that Sunday markets be permitted within the city from October 1 to April 1. He explained that during the Winter months the weather would probably be cold enough to permit the farmers of Maryland and Virginia and the outlylng sections of the District of Columbia to keep their produce from Saturday night untll the following Mon- day without the use of ice. For its de- velopment he needs a pattern of clear speech upon which to model his bab- bling sounds. To make use of this model he must have good hearing. Babies are talked to by their mothers in a language that seems to the mother particularly suited for baby's under- standing. How can baby learn adult words unless he hears them used con- stantly and has his own abortive efforts corrected? If baby is just allowed to babble words in his own manner and the parents make enormous efforts to translate these words for him, he has no real incentive to make any further efforts toward intelligibility. “Oh, we know what she is saying!” the mother says proudly when daughter bursts into a stream of commanding and unintelligibile syllables. This may be a state pleasing to the mother, but it 1s a static one for baby. ‘The child of 1 year who can hear well is talked to in an adult manner and, if mentally up to normal, should har: four or five words in his vocabu- lar: which he uses with purpose and meaning. From then on the develop- ment of the vocabulary is rapid. The child of 2 is quite capable of talking in two or three word sentences and using an incredible number of different ‘words. Mrs. E. T. W. wonders if she has cause for worry when her 3-year-old uses only half a dozen words, though he has dozens in his own lan- guage. She says: “He is exceptionally bright in other ways and quick to un- derstand, but he won't say anything. He has always been alone with me, and I was much alone before he was born. Would that have anything to do ‘with it? Need I worry?” Worry 1s useless unless it stimulates one to do something about altering the situation. I think that you should at least make some real efforts to discover the cause of the slow talking. At 3 years the child should talk. Possibly you are allowing him to get all the attention and service he needs through the use of this makeshift lan- guage. Do not be so ready to under- stand it, and alwa; ht Mayor Blake called attention to the | M fact that Sunday markets were m— mitted at two other places in the Dis- trict—Georgetown and Alexandria—for the sale of meats. Although a bill to accomplish this compromise was passed by the Common Council of Washington City, it was re- jected by the board of aldermen. It was this action that started the move- ment among many dealers to go beyond the jurisdiction of the city council, where they may enjoy the freedom of going to market on Sundays. The controversy over the Sunday market question has been going on in Georgetown and Alexandria, as well as in Washington City, for a number of years. In the year 1796 the authorities of Georgetown even decreed that shops must be closed on Sundays and there should be no buying nor selling of goods dealt in shopkeepers and hucksters. In 1814 it was ordered by the city fathers of Georgetown that there should be no work on Sunday.
