By the Associated Press. Replying vigorously to charges against | the Venezuelan government carried in the Gasque resolution before the House of Representatives, the Venezuelan legation yesterday said the whole cause of complaint lay in the “unsavory" { Welch case, where there was not “the remotest _ possibility” of reclamation against the Latin American republic. The statement was issued under the legation seal. It followed the Gasque resolution, which stated, “It is inconceivable that the United States of America should continue to maintain diplomatic rela- | tions with any so-called government | that maintains itself in power by in- flicting the most inhuman tortures upon women and children in order to present to the world an appearance of ‘peace and order.’” Threefold Damages Listed. The Gasque resolution and the pre- vious remarks of Senator Ransdell of but briefly, but it was understood in diplomatic circles that the recent egi- tation in Congress has arisen almost entirely out of the American’s claims J. E. Welch, former oill man, brsed his claim upon three elements of dam- age involving his alleged illegal im- prisonment, loss of his child and loss of business. He claimed that his young daughter was taken from him by rela- tives of his consort, and that he was thrown into jail on trumped-up charges arising out of the desire of h's con- sort'’s relatives to keep the child and his common law wife from nim In money the Weich claim totaled $500,- 000. It was pigeonholed by the State Department as “unsavory.” Nature of Resolution. As a native of Louisiana Welch then appealed to Senator Ransdell, who made a speech in the Senate in his behalf! He declared that a “state of despotic cruelty incomprehensible in this enlightened age” existed in Vene- zuela. The Gasque resolution embodied eight paragraphs charging despotism, inhuman torture, virtual dictatorship in Venezuela, and asked that this country name a committee to investigate affairs in the country to determine the extent to which the United States is responsible and recom- mend suitable action.
