LONGWORTH HALTS LA GUARDIA SPEECH Declares Criticism of Senate Members to Be “Out of Order.” Speaker Longworth, in the House yesterday, ruled Representative La order when the latter sought to tell his colleagues what hethought of Senator Shortridge of California for what was termed “smothering” the Shearer in- vestigation, but the Speaker did not miss the opportunity to criticise Vice President Curtis for his ruling several weeks ago that there was nothing in the rules of the Senate that would pre- vent Senator Norris from passing such comment as he pleased upon the Speaker of the House. In what appeared to be a pre-ar- ranged affair, Representative La Guar- dia started the Senate-House hostili- ties by attempting to make a speech on the Shearer investigation and to criticize Senator Shortridge. Chairman Snell of the House rules committee made the point of order that adverse criticism of the members of the other chamber was improper. Speaker Longworth ‘'mmediately went into a prepared decision in which he sidestepped any criticism of the Vice President’s ruling, and said that adop- tion of a practice in the House of ai- lowing members to criticise members of the other chamber would indicate F)or sportsmanship and would lead to egu;ll n!vi‘;hnox. While this modernization program might not mean that workers already discharged at the local yard would be taken back, it is calculated to stop the discharge of men. The indications are, Mr: Alifas be- lieves that the Navy Department will suggest to President Hoover that thése three battleships be brought up to date. If President Hoover asks Congress to authorize funds for the modernization of these three vessels, Mr. Alifas point- ed out, he will be but doing what he is suggesting that private industry do, to aid in relieving unemployment. ‘This modernization program consists in putting anti-aircraft protection in each vesesl by equipping them with heavier decks and “blisters” to insure against torpedo firing.
