The suburbs and smaller cities have borne the brunt of residential construc- tion so far this year, and the larger cities have shown the greatest lag, ac- cording to figures prepared for the an- | nual meeting of the United States Chamber of Commerce at Washington next week by Thomas S. Holden, vice president of the F. W: Dodge Corpora- tion and a member of the executive committee of the National Building Survey Conference. A statement made public by Home Owners Institute, based on these figures, shows that while all residential con- struction east of the Rockies declined 43 per cent for the first quarter of 1030, as compared with the correspond- | ing period of 1629, nine out of ten representative large cities showed de- clines ranging from 57 per cent in | Detroit to 79 per cent in New Orleans Cleveland, with a decline of 35 per cent, was the sole exception in this group. These figures will be used at the | meeting of the chamber by Chairman Fenton B. Turck, jr., of the National Building Survey Conference, in connec- | tion with local studies of small mort- | gage financing conditions, to indicate | where prudent new residential con- | struction should be urged nationally | and by local business and civic organ- izations. In the modernization field, the United States Chamber of Commerce will be | told, the ratio of repair and alterations permits to the total for permits issued has materially increased in the first quarter, but on the basis of a smaller total volume. Normally permits for alterations and | repairs Tepresent between 10 and 11 per cent of total building permits. For the | first quarter of 1930 they represented 18 per cent. Were this ratio to be figured | on 1929 total construction volume, mod- ernization awards would come to well over a billion dollars, but as no such volume is anticipated, this figure may shrink_materially by the end of the | vear.
