Copyright, 193 PARIS, France, May 1.—Ttaly’s sud- den decision following the London Naval Conference to lay down imme- diately 40,000 tons of new ships, in- cluding one 8-inch gun cruiser, two 8- fnch gun cruisers, four destroyers and 22 submarines, came as a surprise here. News of the step, learned today through press dispatches, caused a sensation in French naval and governmental circles. The French government, it is said, will examine the situation within the next few days. A decision will then be taken regarding France’s 1931 con- struction program. A bill, in conse- quence, should be ready to submit to the Legislature in June or July. Lapse of Argeement Seen. Tt will be recalled that France at Lhel London Conference agreed to hold down its annual naval constructions to 36,000 | tons, provided Italy did not exceed 22,000 tons a year. In view of Italy’s action, this agreement, it is said now, fmmediately lapses. There is no indication up to the pres- ent that France in any sense has aban- doned its determination to maintain & three-two ratio vis-a-vis Italy. Indica- tions are that even before the London treaty is ratified Great Britain, as & result of the French and Italian naval competition, will be faced with a di- lemma and either will haye to the two-power standard vis-a-vis the continental powers on which it insisted 80 energetically during the conference, or to utilize the so-called escape clause in the treaty and notify the other sig- natories that she will be obliged to ex- ceed the treaty figures in certain re- France is laying down this year her seventh eight-inch gun cruiser.
