The new offices are on the H street side, the location being that occupied for many years by John L. Edwards & Co. The old build- ing was torn down to make way for the fine new addition erected in its place. Stein Brothers & Boyce have a mod- ern office in every way, plenty of room, fine light for the board, a special room for women customers, and ample desk space for the officers handling the in- vestment part of the business. While the offices were opened to the public today, there are further finishing touches to be made in the next few days. The firm greeted many customers to= day in the new quarters and received hearty congratulations. This veteran brokerage house has its main office in Baltimore where it opened for busi- ness in 1853. Mellon Plans Spring Financing. Secretary of the Treasury Mellon has asked for bids on Treasury bills to the amount of $50.000,000 or thereabouts, to be opened April 11, for the regular Spring financing of the Government. This is the third issue of a new form of offering, recently authorized by Congress, and will take the place of the financing formerly accomplished through Treasury certificates of in- debtedness. The bills are sold to the highest bidder and redeemed at par instead of being sold at par and re- deemed at par plus interest. Bankers Back From Ashville. The local bankers who went to Ash- ville, N. C., over the week end to make final arrangements for the coming an- nual convention of the District Bankers' Association, got back this morning. They worked out many de- tails in connection with the conclave and report everything in readiness for a splendid convention. Those in the party were George O. Vass, general chairman; W. W. Spaid, entertainment chairman; Robert S. Stunz, chairman of the sports committee, and Luther E. Schreiner, chairman of the hotel committee. The committee members are brim full of enthusiasm. The hotel offers every comfort, the surroundings are charm- ing, while the golf facilities could hardly be improved upon. The Grove Park Inn management has arranged for the bankers to have the use of the Biltmore Forest Country Club and the Ashville Country Club, both fine 18-hole courses. Suter Joins Brokerage Staff. George R. Suter, for several years manager of the Connecticut - avenue branch of the Franklin National Bank, has joined the brokerage staff of West- heimer & Co., in the Woodward Build- ing. Mr. Suter started his banking career in the old Northwest Savings Bank which was at that time controlled by Francis M. Savage, but taken over several years ago by the Riggs National. He is a native of this city. C. & 0. Earnings Show Increase. ‘The Chesapeake & Ohio Railway Co. has issued its pamphlet report for year ended December 31, 1929. NEW YORK, April 7 (#)—Bar silver, 43%. . Per Cent Aids Bullish Sentiment. BY STANLEY W. PRENOSIL, Associated Press Financial Writer, NEW YORK, April 7.—Frequent shifts of speculative sentiment charac- terized today's stock market, with a sharp upward tendency developing in the afternoon on the lowering of the call money rate from 4 to 3!5 per cent. Bear traders made repeated efforts to unsettle the general list by hammering some of the public utilities, steels and specialties, but they made little head- way, as new leaders were lm’nrllll;’ brought forward in other sections o the list to revive bullish enthusiasm. Trading was in fairly heavy volume, averaging more than a million shares an hour in the early trading. Several blocks of 5,000 to 40,000 shares changed hands during the session. Except_for the apparent settlement of " the Fox Film controversy through the sale of the Willlam Fox holdings of voting stock, there was little news over the week end to influence market sentiment; while business news con- tinues spotty, many observers were in- clined to the opinion that powerful financial interests were committed to the side of higher stock prices in order to facilitate the many merger deals now pending, and to help improve busi- ness sentiment. Although several con- servative houses have urged profit tak- ing in trading lines and caution in the making of new commitments, none of them openly advocates short selling at this juncture. Fox Film jumped 9% points on the first sale, but lost nearly half its glln in the heavy profit-taking which followed. New high records for the year were established by more than 50 stocks, the list including such outstandin; lers as American Telephone, General Motors. U. B. NEW YORK, April 7 (#).—Steel pro- duction in the Chicago district this week is expected to be maintained at between 90 to 95 per cent of rated ca- pacity. Maryland Light & Power Co.
