By the Associated Press, A sharp differencc of opinion between officials of the Federal Power Commis- sion as to the best method of determin- ing the cost of power projects, which the Government may take over at cost 50 years after their completion. was developed in hearings on the independ- ent offices appropriation bill. ‘Testifying before the appropriations subcommittee on the measure, which would provide $176,000 for the commis- sion for the next fiscal year, F. E. Bonner, executive secretary, sald the accounting work should be carried on by the commission's present staff, and that other governmental departments should be called upon to assist in the task. Own Staff Recommended. W. V. King, chief accountant, recom- mended that the commission be given its own staff of specially trained ac- countants for auditing the accounts of the major projects, delegating the work to other Government agencies only in the case of the smaller projects. Asserting that the determination of the real construction cost of power proj~ ects was of vital importance in order to prevent possible ent by the Government of an inflated cost invest- ment when the projects are taken over, King said the present system of calling in men from other departments was unsatisfactory. Lack of Information. Accountants from the War, Interior and Agriculture departments, the sec- retaries of which constitute the power commission, are not suTiciently well versed in the work involved, King added. Bonner in his testimony explained that the commission was considerably behind in the cost determination work, having completed the work in the cases of only 25 small projects involving a total investment of about $21,000,000.
