NEW ORLEANS, La,, January 15— A two-year fight by the faction of Wal- ter Cohen, colored controller of cus- toms, to retain leadership in the Re- publican party in Louisiana was lost Wednesday in a ruling by the State Court of Appeals restraining Cohen and his followers from interfering with the duties of M. 8. Bostugue and 11 other members of the Republican State cen- tral committee. The committee, headed by Bostugue, F €W can last year obtained an injunction from Judge William H. Byrnes, jr., in @ivil District Court, enjoining Cohen and his faction from using their offices and yesterday the higher court overruled exceptions of no cause filed by the Cohen group.
