" CUBK SEES CHARCES| DUE TO AGITATORS Disputes Claim of Americans That Foreign Interests Are Not Protected. By the Associated Press, HAVANA, October 10.—Acting Secre- tary of State Francisco Maria Fernan- dez Tuesday gave the Associated Press correspondent the first official reply to recent charges that foreign interests are not protected in Cuba and outlined the government's attitude toward four major claims by American citizens. He attributed the recent -charges to “alarmist ngltatkm by a small group of malcontents,” which, he said, “does not worry us in the least. We are confident of the noble friendship of the American people as we are sure of the support of our fellow citizens to serenely maintain the national dignity of Cuba at its su- preme height.” Charges Answered. Discussing the American claims he said, “when general Gerardo Machado secame President in 1025 there were cer- tain claims pending in the State Depart- ment which had been made by Ameri- can citizens and supported by their government_through diplomatic chan- nels, a careful study showed some were justified, particularly those due from Btate to State for materials supplied during the great war, and these were | paid immediately. There were other poorly established claims regarded by the State Department as subject to study. Concerning the claims of Joseph E. Barlow, amounting to several ml.l“on dollars, he said: “We cannot believe that Mr. Barlow went with absolute faith into this business, because he ac- quired the rights when the matter de-| o pended upon a long judicial contro- versy. He thought, perhaps, that being an American citizen offered exceptional possibilities in case of failure in the courts to use diplomatic pressure to help his cause before the Cuban judges, which he tried to do from the start.
