PHOENIX, Ariz., September 20.—How five Phoenix police allegedly “framed” three men into robbing a store and then fatally shot two of them, wounding the third, here last January, was told by E. L. Guernsey, one of the former officers, in the murder trial of the other four in Superior Court yesterday. The four former officers, Ray and Stanley Shockey, W. A. Walker and M. S. Freasier, are being tried for first de- gree murder in connection with the death of Joe Bustamente, an American citizen, and Mario Garcia, a Mexican citizen. McCoy, who is on the commis- sion to settle the differences between Bolivia and Paraguay, will assume his command only when his duties with the Department will permit.
