Two Navy gunhoats that entered the | harbor at Legaspi, Philippine Islands, on January 23, 1900, and flung shells with all the abandon of an American Navy a$ war started something that Controller General McCarl has just fin- iched by disallowing a claim for prop- erty damage. When the gunboats convoyed two sol- dier-laden transports to the harbor the water front and surrounding territory were in the possession of hostile Fili- os. The gunboats laid down & bom- bardment and the soldiers went in and cleaned up the place. Along the water front, were warchouses and other porp- erties of one Josefa Fernandez Viuda de Onandina and the warehouse went down upder fire, Claim Is Filed. Jose Manuel Onandina of the family filed a claim for damages with the Tinited States military governor in the Philippines on November 13, 1901, ask- ing $99,756.85 in Mexican money. A board of officers disallowed the claim and the military governor concurred. Since that time various relatives have | brought. the case to the attention of the American Government and virtually rvery administration since. 1900 has | heen ed to overrule disallowance of the claim. August 28.—A' new type of mechanical milking unit, in which a transparent, stationary con- tainer is substituted for the usual port- able receptacle, is being operated at the United States Department of Agricul- ture dairy experiment farm here and shows promise of reducing the cost and labor of milk production, facilitating the keeping of records and producing cleaner product. The new method was was originated by R. R. Graves, Briefly, the system consists of a me- chanical milking unit of standard make, but instead of the usual portable recep- tacle for the milk it is drawn into a statlonary container located between two stalls and somewhat above the cows. August 28.—Thir~ teen-year-old school girls, greatgrand- mothers and women whose ages range all the way in between, and even a few men, are taking advantage of the State health department’s ‘“healthy baby” correspondence course. According to Mrs. Jessle Wetzel Farls, R. N., director of the course, approxi- mately 7,600 women, girls and men have enrolled since the correspondence bureau was organized in the health de- partment, July, 1923, Course Divided. The course js divided into two parts of six lessons each, the first part deal ing with maternity and the secon with infant welfare.
