June 6.—A practi- cal program for limitation of arma- ments is out of the question so long as machinery for the settlement of inter- national ‘disputes is wanting, United States Senator Walter F. George of Georgia_told the graduating class at Duke University in a commencement #ddress here yesterday. Senator George took as his subject the work of the university graduate in the political and business life of the Nation and world “From the beginning we have sought to establish and maintain friendly re- Jations with neighboring nations.” he said in referring o the question of in- ternational peace. “As a Nation we must_continue to recognize the obliga- tion to protect life and property of our citizens at home and abroad, but the property right asserted by the Ameri- can citizen in any part of the globe, engaged in any enterprise whatever must_square with the highest code of morality. A decent respect for the opinions of mankind must be reflected | in our domestic affairs and interna- tional policies.
