LONDON, May 17—Great Britain may truthfully be said to have taken the lead in world disarmament, Prime Minister Stanley Baldwin says in reply to a manifesto calling on Britain to take a strong lead in securing disarma- ment of land and sea and air forces. ‘The manifesto declared the attempt by the League of Nations to secure gen- eral disarmament had failed and com- petition in armaments was about to be resumed. Among the signatories were George Bernard Shaw, H. G. Wells, Vis- count Cecil, Lord Balfour of Burleigh (not the famous statesman of the name) and the Marquis of Aberdeen. The prime minister declares Britain has already proposed a large reduction i navies, but considers better progress will be made with reduction of land forces if the great military powers take the initiative in this regard. CHICAGO, May 17.—Chief of Police Apgust Vollmer of Berkeley, Calif., has been named professor of police admin- istration to head a new department to e established at the University of Chi- go. His appointment will be effective Xt October 1. The announcement as made less than 24 hours after plans were revealed for the estab- lishment of a similar school at North- western University. ‘The new department will be concerned with methods of crime detection. All resources of the university, including the departments of physics, chemistry, medicine, physiatry and anthropology, will be placed at its command.
