NEW YORK, March 11.—It was hard- | Iy to be expected that progress could bz made in the bond market today, even though the renewal rate for money was 9 per cent, compared with 10 per cent on Frida; As prices decline from week to olders of bonds naturally become anxious and potential buyers are less inclined to make commitments. One unfortunate phase of the situa- tion is the necessity of underselling old issues in order to place new ones. This was illustrated today in the decline of a point in the Republic of Chile 6s when a fresh offering at the same coupon rate was brought out half a point below that at which the outstanding bonds were quoted. The same thing happened last week in the Bell Telephone of Canada 5s and in the Texas & Pacific 5s. It is the opposite of the situation a year ago, when new issues “vere offered above old ones—rather too much so for the per- { manent good of the market. New low prices were reached today in several of the United States Govern- ment obligations, as well as in & num- ber of high-grade legal rails and public utilities. The Treasury 3%s of 1947 went below 96. Both these and the 4s and 41;s were quoted slightly under last week’s lowest. Liberty First 4!4s broke through 99. Baltimore & Ohio First 4s, Duquesne 4155, Canadian Pacific de- benture 4s, Columbia Gas debenture 5s, Atchison 4s and United States Steel 5s were among the high-grade bonds to react. In the second-grade rails Wa- bash 4155 lost nearly a point, and were 10 points under the price at which they came on the “board” last year. Frisco 4%zs were selling within a fraction of the prior lien 4s. Convertible bonds were quiet and irregular. Anaconda 7s had an early rise of 3 points, which was reduced to a point later, with a subsequent rally. Public Service of New Jersey 4148 were slightly better after last week's decline of 12 points. International Telephone 41s were lower than they have been in two weeks'. One of the special move- ments was in Hudson Coal 55, which, advanced 21, points to 80, after showing 1a 25 per cent depreciation at their low price of a week ago. There were 115 new 1929 low prices last week among foreign-listed bonds and 35 that made new lows for the year in the outside market.
