E. Stoutemyer, of Portland, Oreg., the bureau's district counsel, to bear on the discussion, as illustrating clearly that the reclamation of lands in the West will not further 'depress agriculture in other parts of the coun~ try, as is claimed by some of the op- ponents of the policy. “Under our program the operations of the bureau for the next 10 years are confined to the completion of projects already authorized and to the rescue of partly developed projects,” Dr. Mead insisted. ~ “The Stwutemyer address shows clearly that reclamation creates more markets for farm products in mills and factories located in other sec- tions of the country than its irrigated land ships outside. This aspect of rec- lamation has been overlooked in much of the discussion in.the East.” Abolition of the Department of Agri- culture as a solution of thé farm prob- lem “if a surplus of farm products is really such a bad thing” was advocated by Mr. Stoutemyer in his address, de- livered a tew aays ago, whicn Dr. Mead - considers one of tue clearest exposi- . tions of the reclamation situation that has been presented. Mr. Stoutemyer pointed out that “if the people of the corn belt really want to get rid of crop surplus” they shoula let the corn borer alone for about three years and that will accomplish the resuit.
