To meet the needs of the actual and the projected cruiser program and the existing aircraft building programs the Navy will have need for an increase of nearly 800 line officers by 1934. Just so0 long as the Naval Academy remains the sole source of naval officers, with the exception of the Medical, Dental and | Chaplain Corps, it is imperative that it be continued at an adequate strength of midshipmen to provide for the con- tinuation of the proper inflow to the commissioned ranks of the Navy. At the present time but 55 per cent of the entering classes graduate and receive commissions. To provide, however, for the necessary annual output of approx- imately 336 officers for the line (after present line conditions become stabilized and normal eliminations take place) some 35 for the Marine Corps and Sup- ply Corps on graduation, and 10 for later transfer to the Construction Corps and Civil Engineer Corps, a total of 381, an annual input of 693 is required. A total of 3,281 midshipmen is au- thorized by law at the Naval Academy, including five appointments to each Senator and Representative, but in the appropriation acts since that for 1924 and until 1929 the allowance for each member of Congress has been reduced to three, which represents a maximum paper total of 2,208. The appropriation act for 1929 allowed four appointments to each member of Congress, which would permit a maximum total of 2,743, and since experience has shown that it is possible to keep little over 80 per cent of the appointments filled, the number of midshipmen at the academy, on the four-appointment basis, should average | about 2,200, with an input annually of | 700 and an output to commissioned grades in the line and staff of the Navy and in the Marine Corps of 385. | A board of officers headed by Rear Admiral Edward R. Stitt will be con- vened at the Navy Department tomor- row for the purpose of recommending two officers of the Medical Corps for promotion to the rank of rear admiral to fill vacancies. The other officers on this beard are Rear Admirals Albert M. D. McCormick and Charles H. T. Lowndes, with Lieut. Comdr. Hillard L. Weer, M. C, as recorder. The two rear admiral vacancies in the Medical Corps were caused by the retirement of Rear Admiral Cary T. Grayson on December 20 and that of Rear Admiral Lowndes, SALE—HOUSES. Interest is attached to the rumor rel ative to certain important changes in One proposal con= templates the abolition of the inspector general's department, or its virtual equivalent of amalgamation with an- other department. It is, of course, urged in behalf of this plan that the duties now performed by inspectors general can be rendered by officers of the finance department in the in- stances requiring inspection of public funds disbursed for Army purposes and by corps area commanders, chiefs of branches and the chief of staff and his representatives where more mili~ tary inspection is necessary. The other proposal suggests that the chiefs and assistants chiefs of branches having the rank of general officer shall be transferred to the list of general of- ficers of the line, and, where they are not such, made permanent in that ca- pacity. Under that arrangement, it is supposed that vacancies among chiefs and assistant chiefs of branches, with the exception of the medical depart- ment and the Corps of Chaplains, shall be filled by the detail of major gen- erals and brigadier generals of the line, respectively, to hold such position for the usual four years, and to return on the termination of that period to line functions. ‘The present executive committee of the National Rifle Association will meet in this city January 25. NEW CATHEDRAL CLASSIC SYMBOL bines With Gothic Touch in Spokane Structure. By the Associated Press. SPOKANE, Wash., December 14.—A spired cathedral, hewn from North- western stone, is being reared on a Spo- kane hill, the symbol, its builders hope, of the best of the ancient arts as ap- plied to a young, fast-growing country. ‘The Gothic axchltect.?xrre ot‘the Bp"\sy- copal Cathedral of St. John the Evan- gelist in general resembles the English churches, with a base of “Western sim- plicity and honesty” that changes to a Gallic touch of flamboyant detail at the turrets. ‘The building has a wealth of intri- cate carved stone ornamentation, with the elaborate symbolism of Christian and medieval heraldry. Over the main entrance, or tym- panum, is depicted in carved stone the “true vine,” with flowers, birds and in- signia. At another entrance will appear the arms of the missionary. district of Spokane and of the Righi Rev. Edward Makin Cross, bishop of the district, with pine trees, needles and cones emblem- atic of the Northwest, and to Christians of immortality. High up on the two western -towers ‘wiik be stone shields with representations of events in the life of Christ. Probably the most conspicuous detail |of the western front will be a great rose window, 23 feet in diameter, all of the glass divisions of which will be set in a tracery of stone, the whole forming the pattern of a six-petaled flower. Roughly estimated, the building will cost_more than half a million dollars. It is expected to be completed within a year., INQUEST IS POSTPONED.
