RADIO SHORT WAVE GRANTS ARE MADE Commissith Assigns Sixty Channels to New Company and Twenty to Press. BY MARTIN CODEL. Once regarded as the graveyard of radio, the range of radio frequencies between 1,500 and 6,000 kilecycles (200 to 50 meters) has been plotted and sub- divided and in one fell swoop allocated to various American commercial in- terests. In making its long-awaited general allocation of the now precious short waves the Federal Radio Commission has given a lease of life to an enter- prise projected to compete directly with the Western Union and Postal Tele- graph Cos., in furnishing a radio tele- graph message service between most of the large cities of the United States. The granting of 40 communication frequencies to the Universal Wireless Communications Co. constitutes thel most important and far-reaching de- cision ever reached by the commission, aside from its well known reallocation of the country's broadcasting. Almost as important, but not as significant to the average man, is the fact that the commission has also granted 20 fre- quencies to a group of newspapers and press associations for handling their own news traffic and that of the press of the United States. 60 Grants Made. These 60 frequency grants are the outstanding among the scores of others made known by the Federal Radio | Commission today. There are 669 channels, b?tvu‘en 1,500 and 6,000 kilo- cycles, in the “graveyard” where for- merly the amateurs played about almost at will. The commission was faced with some 850 applications for these channels. It reserved 95 for Government use, 308 for fixed (stationary land) stations, 148 for mobile (ship, aircraft and portable) services and 88 for later division after discussions with Canada, Cuba and Mexico. The ., commission announced with its allocation of frequencies or groups of !muencm that its motivating princi- ple was “public service.” This was Jargely discretionary in the matter of land stations, but made it obvious “that sufficient space in the ether must be preserved for aireraft,” and marine service obtained 73 frequencies and the aviation service 64. The principle was construed to mean recognition of the amateurs as ‘“‘poten- tial commercial operators and invent- ors,” and the great army of “hams” had 134 frequencies reserved for them. Visual broadcasting was regarded to be in a purely experimental stage, and it obtained 100 telegraph channels, or the equivalent of 5 television or 10 still- picture channels. . 34 Applications Denied. Actual assignees of the wave length are too numerous for compilation here In only a few cases were specific cl nels assigned. Such assignments wfl.l be made later. Notable among the suc- cessful applicants for coastal and ma- rine relay stations were such com- panies as the Radio Corporation of America, the RadioMarine Corpora- tion of America, the Mackay Radio and Telegraph Co., the Tropical Radio, the Inland w'temfi Commission, the United States Shipping Board and the Ford Motor Co. Various ofl stations obtained the right to build stations on the Atlantic and Gulf coasts, and the geophysical pros- pectors for oil were granted the right o use six mobile channels along with pollce and fire department radio serv- ice. If the Radio Corporation of America and the Mackay interests were success- ful in obtaining additional waves for coastal stations, they failed signally to get franchises to build the ‘domestic radio-telegraph networks they proposed for intercity service and for a “feeder” flgm into their transoceanic radio uits. They are among those whose l jcations for public service commis- channels were “set for a hearing.” Competition Assured. It is apparent that their chances for obtaining channels to compete with the newly established Universal Wireless | Communications network rest upon the number of channels the United States will obtain from among the 88 to be divided at the Ottawa conference. Gommkssmner H. A. La Fount, who ported the Universal application, alcng with Chairman Robinson and Judge E. O. Sykes, made the following statement regarding their chances to enter the domestic field as competitors of the Universal: “In my opinion, the Radio Corpora- thm of America and the Mackay Radio Co., with the channels previously allo- cated to them and now in use, plus some others that the commission may grant them, will be well cared for. All three companies will now be able to rate extensive wireless communica- t jon networks in this country, thus pro- viding competition contemplated by the radio act.” Mr. La Fount pointed out that the Radio Corporation of America asked for 148 channels to serve 28 cities in 21 States. Another applicant, presumably the Mackay, sought 57 channels serve 16 cities in 13 States. The Uni- versal application was for the 40 chan- nels it received, and it proposes to serve 110 cities. Every State in the Union ‘will be represented in the lm Under the grant from the commis- glon it must have 10 of its stations completed by December 31, 1929, and all the rest by the end of 1931. Iis director, Dr. John Nathansohn, states that the company will build its own transmitting and receiving equipment, part of which includes an oscillating circuit employing a four-element tube constructed along radically new prin- ciples and invented by Dr. Ross Gunn of the United States Naval Research Laboratory. NEW YORK, December 27.—A “hit-and-run” driver, who had struck and slightly injured a destrian, was instantly killed g:xesdly when he drove his car into a plllar of the elevated rail- road in trying to evade a pur- suing taxicab chauffeur. The driver's license showed the name, Gustave Burkhardt. Harry Cooperberg, taxi chauf- feur,, followed the motorist, over- took him and told him he had struck a man. PITTSBURGH, Pa, December 25— How Taylor Allderdice rose from a $4-a- week bank messenger to president of the National Tube Co. reputed to be the laggest firm of its kind in the world, has been revealed with his res- ignation from that subsidiary of the United States Steel Corporation.
