The House yesterday repassed a bill it approved last scason to create a separate promotion list for Army Air Corps officers. The measure ran into a snarl in the Senate a year ago when it clashed with proposals applying to the entire Army, and in repassing it yesterday the House tacked it on as an amendment to a @enade 5ill to grant Hunter Liggett and Robert Bullard, retired major generals, the rank of lieutenant generals on the retired list. Must Go Back to Senate. The provision applying to Bullard #nd Liggett now has passed both houses, but because of the Air Corps amend- ment the measure must now go back to_the Senate for action. Representative Furlow, Republican, Minnesota, author of the Air Corps amendment, declared it would create a scparate promotion list for all Army fivers below the grade or >clonel and would provide for promotion after stated years of vommissioned service. Under the present system, said Furlow, who was an aviator in the World War, it takes six months’ training before an Army ed on the promo- tion list, as t only three months in other branches. The difference, he added, represented thousands of files on the list. Reads Lindbergh Letter. Furlow read a letter from Charles A. Lindbergh in which he said the Army | Alr Corps was facing a serious situation due to “stagnation in promotion” and that many officers were resigning to go dnto the commercial field, and because .of this a scparate list was needed to fbuild up morale. Representative Blanton, Democrat, "Texas, opposed the measure, which also would confer the rank of general and the pay of a major general to the chief of the Army General Staff. Doubt has been expressed in the Sen- ate by Chairman Jones of the com- merce committee that a rivers and har- bors bill could be passed this session. Senator Jones’ statement was in re- sponse to a question by Senator Har- rison, Democrat, Mississippi, over the possibility of a bill. Jones said he had received a report today from the chief of engineers estimating that $243,000,- 000 will be required to complete projccts already authorized. “I haven't made up my mind,” Jones continued, “but I have doubts if we should go ahead and authorize more projects when it will take six years to complete those already started.” Senator Harrison sald 50 more proj- ects had been recommended by the en- gineers, calling attention to a recent White House conference of the leaders interested in this legislation. C. Office. The Patent Office is recelving ap- lications for patents at the rate of 8,000 a month, the Civil Service Com- mission said today, resulting in the need for junior patent examiners.
