SALVATION ARNY HEAD RLES FND Attempt to Vary Control of| Propery May See New Committee Called. By the Associated Press. | LONDON, December 18.—While mem- | bers of the high council of the Salvation | Army are en route from. all parts of the | globe for a meeting on January 8, a new development is forescen in official Army circles which may involve calling a meeting of another committee which never before has been active. Under the deed of “the darkest Eng- land scheme” for social and moral re- generation, much money and property is held in the sole trusteeship of the general which is “distinct and separate from all other funds and property of | the Salvation Army.” This scheme, in- corporating all social work of the Army, is outlined in the book by Gen. William Bramwell Booth “In Darkest England and the Way Out.” Booth Has One-third Control. Any alteration in the trusts involves the written copsent of two-thirds of a committee. At Se invitation of the gen- eral two committeemen, one of which may be himself, may be appointed by each of the following: The Archbishop of | Canterbury, the president of the Wes- leyan Conference, the chairman of the Congregational Union, the chairman of the Baptist Union. the attorney general of England and the chairman of the London County Council. The general himself may nominate six other com- mitteemen; in other words, he holds one-third of the total votes. Tl clause in the “darkest England scheme” deed may give Gen. Booth an opportunity to invoke aid if the council attempts to take control of all property. The council is powerless to alter the constitution of the Army under the | deeds, it was said today. Deed Is Held Airtight. The 64 members of the high council who will assemble at the Army Training College at Sunbury-on-Thames include Chief of Staff Higgins, all commission- ers not retired and all territorial com- manders throughout the world, many of whom will meet for the first time. Their first act will be the election of a presid- ing president and a vice president. The deed which bulks so large in the situation was drawn in consultation with the late Earl of Oxford and As- quith and the late Lord Haldane. It is said to be a legal masterpiece without a loophole. MIAMI, Fla., December 18.—The an- cient call to council of the Seminole’ Indian Nation traveled in its mysterious way across the Everglades yesterday, summoning the medicine men of the tribe to sit in justice on Josie Billie, al- leged slayer of the widow of Billie Rob- ris, caused the death of the squaw in a Miami hospital yesterday. Cory Osceola, nailed as the true chief of the Semi- noles aad descendant of the defiant chief of the same name who stood off the white invader in the Florida Indian wars, said Josie Billie has confessed to him that he wielded the fatal knife in a drunken brawl near the town of Ever- glades in Collier County. Seminole law knows Tfio demurrer, | pleading or motion to quash. Death, severe physical punishment or exile trom the tribe or acquittal is meted out by unanimous verdict after the evidence is received. Capital punishment is car- ried out, Osceola said, by using a thin rope of thong to strangle the culprit. Josie Billie is chief of the largest of | seven tribes in the Everglades, accord- |ing to H. A. Hendry, an authority on Indians. He was better educated than most tribesmen, was able to read and | write, and had traveled a little.
