Wilbur Leitzell, deputy Federal prohibition administra- tor, and a force of his agents during a raid on a Steelton bottling plant were recommended by the grand jury of the Middle District Federal Court | yesterday. Judge- Albert ' W. Johnsons in charg- ing the jury, instructed it to investigate | the incidents surrounding the raid in which three employes of the plant were | arrested by Federal agents.
