NEW YORK, December 4—So much is being written about stock market speculation, brokers’ loans, Federal Re- serve policy and credit conditions that it is well to keep in mind a few basic facts. Last week loans to brokers on stock and bond securities by the 44 reporting member banks of New York City again Increased $132,768,000. making the in- crease in the last two weeks slightly more than $309,000.000. Brokers' loans now stand at $5.289.900.000—a 50 per cent increase during the last 12 months. This is the first important fact to keep in_mind. Fact No. 2—Member banks increased their borrowing from the Federal Re- serve banks almost $200,000,000 last week. Discounts in the 12 banks rose from $799,946,000 on November 21 to $990,240,000 on November 28. Larger increases have occurred in the past, but what is significant is that of the total of $190,294.000 in Federal Reserve borrowings by the member banks dur- ing this last week no less than $146,- 54,000 occurred at the Federal Re- serve Bank of New York, which serves New York City, at present the frenzied financial center of the Nation. Borrowers at U. S. Reserve., “Regrettable but perhaps unavoidable while the present frenzied speculation on the Stock Exchange continues,” is the way the conservative Commercial OF 50 PER CENT WITHIN YEAR big banks in the East virtually control Federal Reserve policles, and can fix the rediscount rate to suit themselves, un- less the Federal Reserve Board inter- feres.
