Young women of the flapper type are | 4 being favored in Government offices to the detriment of older and more experi- | enced persons, made by three persons last night at the League of the Amcrican Civil Service | § at the Powhatan Hotel. The arraignmept of flappers started during consideration of efliciency rat- ings, on which the league is making a drive. Mrs. Margaret Hopkins Worrell, pres- ident of the league, then declared that she had several communications bearing on the same subject. Complaints had | # come to her, particularly from the Bu- reau of Internal Revenue of the Treas- ury Department, and from the Veterans’ Bureau, that older and experienced per- Sons were being put out of some of the most attractive positions and flappers given preference. Mrs. Worrell attacked the efficiency system of the Government as Imdlng itself to such favoritism and causing “demoralization” among Gov- ernment workers. Charles A. Korbly, former Representa- tive from Indiana, also attacked the effi- ciency system, declaring the Government was becoming too mechanical, treating the workers like machines.
