Another step toward the functioning of the Washington Community Chest was taken yesterday afternoon, when representatives of welfare organizations adopted a resolution urging the incor- porators to adopt by-laws read at a mectlng in the United States Chamber of Commerce Building, with such changes as may be deemed necessary. The by-laws were presented by Arthur Hellen. The organization was formally incor- porated yesterday. The papers of in- corporation call for not less than 30 nor more than 100 trustees. The incorpo- rators are to elect 30 trustees at a meet- ing to be held possibly in the rext few days. The latter are to serve until the first annual meeting in 1929. Elwood Street, director of the St. Louis Community Chest, who will take over the directorship of the local Com- munity Chest in November, aided Mr. Hellen in explaining some of the by-laws. The incorporators were composed of the members of the executive commit- tee on organization for the Community Chest. They are: PFrederic_A. Delano, chairman; Mrs. Whitman Cross and E. C. Graham, vice chairmen; Clarence A. Aspinwall, sec- retary; Rudolph Jose, treasurer, and W. W. Everett, Arthur Hellen, Harry King, Mrs. John Jay O'Connor, Gen. LEWIS HUFTY DIES. Former D. C. Resident Succumbs in Minneapolis. Lewis Hufty, formerly a resident -of this city, died in Minneapolis Tuesday after a short illness. Funeral services will be conducted at Gawler's chapel here Monday. Interment will be in Oak Hill Cemetery, with Masonic rites at_the grave. The battle efficiency pennant in_the cruiser class for the year ending June 30, it was announced at the Navy De- partment, has been awarded to the U. S. S. Rochester, flagship of the spe- cial service szi'uudmn, which was com- manded at different periods during the year by Capt. Burrell C. Allen and Capt. Harry A. Baldridge. This vessel also captured the gunnery trophy for cruisers during the year. Light Cruiser Division 3, temporarily on duty with the Asiatic fleet, and commanded by Rear Admiral J. R. Y. Blakely, attained the highest merit in battle efficiency during the 1927-8 period of any light cruiser division. Destroyer Squadron 12, Battle Fleet, commanded by Capt. Lewis Cox, at- tained the highest merit in battle ef- ficiency of any destroyer squadron for the year ending June 30 last. Destroyer Division 31, Battle Fleet, commanded by Comdr. W. L. Calhoun, attained the highest merit in battle ef- ficlency of any destroyer division for the year. The destroyer Farragut has been awarded the battle efficiency pennant for this class. The destroyers Zeilin, J. F. BYRD SHIP SAILS FOR SOUTH TODAY| : Second Section of Polar Expedition Leaves From New York City. By the Associated Press. NEW YORK, September 15.—The sec= ond section of Comdr. Richard E. Byrd's expedition to the Anarctic gets under way today with the sailing of his supply ship, the freighter Eleanor Bolling. Thirty members of Byrd's party sail on the ship. The barque City of New York, carry- ing the first contingent of 32 men, left New York August 25. Hampton Roads, Va., will be the first stop for the Eleanor Bolling on her way to Dunedin, New Zealand, rendezvous for the party. There she wil Itake aboard the four airplanes to be used on the expedition. Comdr. Byrd himself will go to Du- nedin aboard the whaler Larsen, base- ship for whaling vessels operating in the Ross Sea, and which wil also carrry some of his supplies. He will board the Larson at San Pedro, Calif., early in October.
