White, superintendent of St. Elizabeth's Hospital, is writing his report to the Secretary of the In- terior on the ruling of Controller Gen- eral J. R. McCarl, in which it was held the noted psychiatrist, in effect, owes the Government $3,559 annuall cause the allowances exceed his sal |of $7.500 by that amount. Secreta | Roy O. West will return from his Wes*- | ern trip early next week and it is ex pected that Dr. White’s report will be in his hands shortly thereafter, for the time McCarl ruling is wing short. McCarl ordered allowances to D White and 131 other employes of ! Elizabeti’s Hospital to be deducte. from thelr salaries, starting October 1. Dr. White explained today that he has been busy with Budget Bureau hearings, at which items for St. Eliza beth’s Hospital for the fiscal year end- ing June 30, 1939, were gone over, and has been unable to set forth his position until this time. It is expected that Dr. White's comments on the McCarl ruting will be transmitted to the ccntroiler general within a few days, and there are indications that the figures for al- lowances set forth dn the decision will be challenged and that the law will be exhaustively examined on the fuestion of allowances for Interior Department employes. McCarl listed among the 2l- lowances to Dr. White.a 18-+-cvy apart- ment, laundry and telephones, and these items. with others, totaled $11 059, according to the controller gen- eral's experts Sccretary West was directed in ths pruling to write a report showing the to- tal allowances to Dr. White and others, 'AVCTION SALES. _ FUTURE DA s 0S.
