If the limit of cost of the Depart- ment of Commerce Building is increas- ed as recommended by the House ap- propriations committee yesterday in the Treasury appropriations bill, from $10,000,000 to $17,500,000 contracts for foundations and pilings for this great structure can be let by the last of May, it was estimated by Supervising Architect James A. Wetmore. Part of the excavation is already under way. Testifying before a House appropria- tions subcommittee Mr. Wetmore ex- plained that it was contemplated to go ahead with both the Internal Revenue and the Department of Commerce buildings as rapidly as possible. Cites Expansions. The expansion in size of plans for | the Commerce Building, which made necessary the increased limit of cost, was explained by Mr. Wetmore in de- tailed statements, showing that the building site had been changed from the Mall to the triangle, that a_power plant had been added, and the Patent Office brought under the same roof with other parts of the same depart- ment. “This whole building.” Mr. Wetmore said, “is designed for the Department of Commerce, and contemplates a growth of 15 years. All their activities | go in that building except the Bureau of Standards. of course.” The huge size of the new building was_disclosed by a report showing a total of 1,092,800 square feet of floor space. pThe limit of cost of the Internal Revenue Bujlding, Mr. Wetmore ex- plained. was asked to be increased from the original $7,950,000 to $10,000.000, because it was “redesigned to harmon- ize with the scheme of development of the entire triangle, with the introduc- tion of an arcaded facade on a circular plan, accompanied by a reduction of one story in height.” The committee in its report recommended the increas- ed limit of cost. The Southern Railway officials, Mr. Wetmore explained, have made an offer to sell its building at $2,500,000 ‘and would like to have the privilege of re- maining in it for not to exceed two years.” Must Build. “They say they will have to build," said Mr. Wetmore, “they cannot rent their purposes, and it will take that length of time for them to build, and they want to pay 5 per cent rent.” } The $2,680,000 asked for by the k'h-euursc and recommended today by | the committee, is for the purchase of | the entire square 256, it was empha- sized by Mr. Wetmore. By the Associated Pross. Foreign disease failed to penetrate American health barriers last year in a single instance. This was a report delivered by Surg. Gen. Cumming of the Public Health Service to a House appropriations sub- committee in relating the activities of the service in connection with appropri- ations for the next fiscal year. Inspection of 150,000 immigrants at ports of entry prevented the spread of a number of serfous diseases, including two cases of bubonic plague and a num- ber of cases of smallpox and leprosy, Dr. Cumming said. He found, too, a general improve- ment in health inside the country. The Mississippi flood health campaign, he said, was one of the outstanding feats of the year, public health officials hav- ing co-ordinated all the sanitation and health activities of the inundated area so that disease was kept at a minimum. On the ground that the Constitution glves the House the sole right to in- itiate revenue legislation, the House ways and means committee yesterday refused to consider a Senate resolution to provide income tax exemption on the profits received from the sale of ves- sels, when such proceeds are reinvested in new American vessels. Mrs. Mattle Lou Busby of 1100 Sev- enth street southeast has been awarded a final decree of absolute divorce by Justice Willlam Hitz, in Equity Court, from George D. Busby, to whom she was married on May 29, 1920, in Bir- mingham. The Busbys have one child, a girl, 8 years old, whose custody was awarded to the mother.
