By the Associated Press. CHICAGO, December 7.—Blizzard weather led to early higher prices to- for grain. Buyers predominated in all the bids and the selling was of only a scattered sort. Wheat started at 1 to 3 advance and subsequently hardened a little more. Corn opened at %als to 1% gain, but then reacted somewhat, Oats were firmer. Provi- sions held about steady. : Reports of widespread severe Win- ter conditions today were accompanied by announcement that arrivals of wheat in Winnipeg, Duluth and Minne- apolis showed a material falling off. as compared with a week ago, and that country offerings of corn in Chi- cago were small. _Winnipeg wheat receipts today were 2,034 cars, against 2,639 cars for the corresponding time last week. There were also advices that harvesting in Argentina was be- ing hampered by rain. Bulls in the wheat market gave con- siderable emphasis to statements show- ing that wheat values during the last four months have ranged lower than during the same period in any one of threo previous years. It was also pointed out that this has been the case notwithstanding that shipments from the 14 democratic primary markets this season have totaled 210,196,000 bushels, compared with 139,290,000 bushels last vear. . YORK, December 7.—The cot- ton market opened steady today at an advance of 6 to 10 points on covering and a little trade buying encouraged by reports of a better demand for cot- ton goods and the steadier ruling of yesterday’s market. The advance to 19.39 for January an119.75 for May met realizing South- ern selling, and there were reactions nearly to yesterday’s closing quota- tions by the end of the first hour. Ru- mors that some cotton was to be shipped out of the local stock were reflected in relative steadiness in the near months. Another private crop report estimat- ed the yield at 12,867,000 bales and the ginning prior to December 1 at 11,- 743,000 bales. Private cables reported continental liquidation and hedge selling in Liver- pool offset by the firmer tone of yes- terday's market here and a disposition to await tomorrow’s crop report. The market was very quiet later, with fluctuations narrow and the tone about steady. The small volume of business was regarded by local brokers as indicating that accounts had been fairly well evened up with traders waiting for tomorrow’s Gov- ernment report. The market at mid- day was about 3 to 6 points net higher, with January selling at 19.33. New Bond Issues NEW YORK, December 7 (Special). —A new issue of $7,650,000 of Shin- yetsu Electric Power Co., Ltd., first mortgage 6% per cent sinking fund bonds (closed issue), maturing Decem- ber 1, 1952, and priced at 93%, to yield 7.07 _per cent, is being offered today by Dillon, Read & Co. Public offering is being made today of the new issue of $5,500,000 City of Toronto, Canada, 4 per cent treas- ury gold notes due June 1, 1930, by the Chase Securities Corporation, Wood, Gundy & Co., A. E. Ames & Co. and Royal Bank of Canada. The bonds are priced at 99% to yield more than 4.10 per cent. Willlam R. Compton & Co., Pea- body, Smith, Inc.; Hemphill, Noyes & Co.; G. E. Barrett & Co., Inc., offer to- day mew issues amounting to $4,150,- 000 Mount Hope Bridge Co., consisting of $2,850,000 in first mortgage sinking fund 61 per cent gold bonds priced at 100 and due December 1, 1957, and $1,- 300,000 25-year sinking fund 7 per cent gold debentures due December 1, 1952, and priced at 99, to yield over'7.05 per cent.
