Special Diepatch to The Star. ., WINCHESTER, Va., October 12.— Virginia's new and modern highway | system is to be inspected by a party of 24 New York State road enginers and other officials of the State High- ‘way Department, beginning at Win- chester tomorrow. The party, headed by Fred S. Greene, chief of the De- partment of Public Works of the Em- pire State, will spend Thursday going over the numerous hard-surfaced roads in this section and proceed the fol- lowing day along the historic Shenan- doah Valley pike to Lexington. The trip is to be made leisurely to get a better idea of enginering work and also to take in the scenery of the Valley of Virginia. They will attend the Virgina-V. M. I. foot ball game at Charlottesville Saturday and then go to Richimond for a tour of the roads of southern Virginia. The trip is the first to be made by officials of another State to Virginia since the State em- barked upon its extensive road-build- ing program a few years ago, in pur- suance of the p: vou-go _policy.
