10 — FARRINGTON AGAIN OPPOSESLANDDEAL Hawalian Governor Protests Disposal of Army Property to Private Interests. By the Associated Press. Gov. Farrington of Hawail again has taken up with Secretary of War Davis and general staff officers his opposition to the transfer of Army Jands on the west coast of the Island <f Oahu to private landowners in ex- change for tracts needed by the War Department in connection with mili- tary operations. The strip along the heach of Waianae Bay, to which the Territory is building a highway from Honolulu, is chiefly involved in the problem. The War Department has been seeking additional camp sites and land for other purposes, and considering an exchange with the owners of the 10 plots. It desires certain portions of the lands it now holds, including | strips of beach land at various places. Governor’s Reasons for Protest. Opposition of the governor to these exchanges is based on the mmemmn{ that much of the beach land of the islands is aiready in private hands. His visit to the War Department w: to urge that these beach properties be retained by the Government and kept available for public use, and that the department ask Congress for appropriations to purchase such additional lands as it may need. War Department officials are sym- pathetic with the governor’s views, but realize that acquisition of private lands by purchase would involve not only probable long delay in getting congressional sanction and appro- priations, but also condemnation pro- ceedings in some cases. Authority Conferred by Law. Under existing law, the department may exchange lands which would | shorten the process materially, al-| though it is recognized that, from a financial standpoint, the Government | would be the loser, as the lands it | would exchange are of much greater value than those it seeks to acquire.
