CHICAGO, August 22.—Bank ban- ditry in Illinois has been reduced by 60 per cent during the last 16 months through an organization of 10,000 men who have been armed by the Illinois Bankers' Association and who are spurred by the association's offer of $1,000 for a dead bank bandit, The association has invested $250,000 in protective measures, in arms, am- munition and rewards. Results have included six dead bank bandits, many wounded ones, more than 30 captured and hundreds of thousands of dollars saved from the bandits’ hands. Bank bandits have been curbed so sharply in Illinois and in Iowa, which has similar methods, that recently the bankers in Wisconsin, Michigan and Minnesota called a conference in Chicago and asked the Bankers' As- sociation of Illinois and Iowa to tell them about their system. Arming of Thousands. Records and costs as submitted to the visiting bankers made out a plain case in favor of the Iowa and lllinois methods. The essence of the plan was the organizing and arming of thou- sands of honest citizens and the post- ing of rewards for them to work for. With Illinoils' and Iowa's results staring them in the face as cold but alluring facts, the northern bankers decided to organize guards in_every county of their respective States. Knowles, former American Minister to Rumania, Serbia, Bulgaria, Nicaragua, the Dominican Republic and Bolivia. A ruthless and indefensible policy of invasion and intervention and mis- use of the Monroe doctrine to facili- tate the success of its actions was charged to Washington by the former Minister, who declared that noth- ing was hurting America in the eyes of foreign nations more than this at- titude toward the small nations south of it Flays United States Policy. “We have imposed our force upon weak, helpless and defenseless coun- tries and slaughtered thousands of their citizens,” said Mr. Knowles. “We have attacked them when they expected we would defend them. We have used the Monroe doctrine to prevent sympathetic European na- tions going to their rescue when we abused them.
