CONGRESS HEIGHTS CITIZENSINRALLY Commissioners Bell and Dougherty and Others Address Meeting. The part the citizens' associations play in the municipal life of Wash- sngton and the advantages of mem- bership in the civic organizations | were stressed last night at a com- nunity rally sponsored ‘by the Con- gress Heights' Citizens’ Association, | held at Congress Heights Methodist Church. Lieut. Col. J.
