Va., Septem- ber 15.—Arrival upon the scene of his aide, State Trooper H. C. Ancell, last night is belleved to have saved the life of Sergt. Walter Huff, in charge of the local constabulary detail, who was being roughly handled by a negro barber, George Manual of Winches- ter, Va. The negro was being brought as a prisoner to the jail here on liquor transportation charges when he sud- denly grabbed the handle-bars of the officer’'s motor cycle, with whom he was riding, and ditched the machine. He fell on top of the officer and was making a grab for his revolver when Pvt. Ancell, following in the negro’s confiscated car with a woman who had been arrested with the negro, rescued the officer. Manual made a break for liberty, but was captured. Officers reported finding a gun and a package of pepper in his car. Gasoline Uniformity. The uniformity of gasoline has be- come more common. There has been a slight average increase in the vola- tility of the motor gasoline in use to- day, according to tests made by the nited States Bureau of Mines. CITY NEWS IN BRIEF. SERVICE Farm Land Drainage Expert Left Department of Agriculture to Enter Private Firm. Charles G. Elliott, 76 years old, civil engineer and for many vears an expert on farm land drainage *for the Department of Agriculture, died at his residence, 6803 Fifth street yester- day, after an illness of several months. Entering the Government service in 1902, Mr. Elliott later became chief of drainage investigations on the De- partment of Agriculture's experiment- al stations. He continued with the department until 1913. In 1908 he was appointed by the Secretary of Agriculture to visit northern Europe with a view to making an extensive study and report on drainage of turf and peat land in Holland, Germany and other countries. Since his retirement from the Gov ernment service he has been a mem- ber of the engineering firm of Elliott & Harman, with offices in Peoria, Ill.: Memphis, Tenn. and this city. Born in Illinois, M Iliott was the son of the late Mr. and Mrs. John B. Elliott. He was educated at Illinois Wesleyan University, Oberlin College and at the University of Illinois, re- celving his B. S. and C. E. degrees at the latter institution. Following his graduation he established himself as a civil engineer and drainage expert in the Northerw Central States, Mr. Elliott was the author of the first bulletin prepared by the Depart- ment of Agriculture on drainage, it is stated. Also, he was the originator of the system mostly used in Western States for draining irrigated land. « Mr. Elliott was a member of the American Soclety of Engineers, the Tllinois Soclety of Engineers and the Washington Soclety of Engineers. He is survived by a son, Herman R. TElliott of Montrose, nt; a daughter, Mrs. P. B. Morehouse of Washington, and a_ sister, Mrs. Ida Knapp of Deerwood, Minn. Funeral services will be tonducted at the Takoma Park Baptist Church tomorrow afternoon at 0 o'clock. Rev. W, E. La Rue will officlate.
