£.0.P.CONGRESS (' HELD COOLIDGEAIM ‘:President’s Praise of Legis- lative Record Interpreted as' Such' on' Appeal. BY DAVID LAWRENCE. PAUL SMITH'S, N. Y., July 10.— President Coolidge wants ‘& Repub- lican Congress elected this Autumn. He may never issue a_direct appeal to that effect, as Mr. Wilson did i 1918, but he wants the same result, namely, a legislative body with a ma- rity of his own party in both ouses. This is the construction thal will be yiaced on Mr. Coolidge’s uncon- cealed attempt in his meeting with zewspaper men here to point with pride to the record of the Congress which adjourned a week ago. There is ample evidence that the President had in mind the campaign which is just beginning and in which the achievements of Congress are to be debated. Before leaving the National Capi- tal the President let it be known that he thought Congress had done a good job, apd he recounted some of the various pieces of legisiation that had been passed. His praise of the work of Congress was extensive. The fact that he took occasion again after the lapse of several days to point to the work of Congress, em- phasizing ‘this time the leadership displayed in both houses, is in itself significant. This was what led to the complimentary references to Senator Curtis of Kansas, majority leader in the upper house, and Speaker Long- worth of Ohio and Floor Leader Til- son of Connecticut. three are up for re-election this Fall. The “great tact and experience in parliamentary law” exhibited by Sen- ator Curtis came in for especial praise, it being recalled, for instance, that Mr. Coolidge as Vice President leaned heavily on Mr. Curtis, asking his advice frequently when it was necessary to decide from the rostrum important - questions involved in' the Senate rules. *As for Speaker Longworth, his lead- ership in the House was “equally suc- cessful,” as was that of Mr. Tilson, of whom the President saw a great deal more than he did of Mr. Long- worth, though this was due to the fact that Mr. Tilson was in direct charge of steering legisiation. But at all times the President acted ‘“with the advice and concurrence of the Speaker.” Then, as for the entire Congress, Mr. Coolidge couldn’t see that either body could have been better conduot- ed, nor could he see how more con- structive legislation could have been adopted in the time available for de-] bate and action. Grateful for Harmony. As a parting thought, Mr. Coolidge was represented officially as unable to recall a time when there was greater harmony between the executive and legislative branches of the Govern: ment. Certainly, it ‘was pointed ot, not since he had been President had there been greater harmony. For he had been given the/ support of Con-|® ress on all major items. * The very fact that Mr. Coolidge wanted the leaders of the House to feel that he appreciated their work and that he was not quarreling with \them for failing to do a dozen things they may have failed for one reason or another to. get accomplished - is characteristic of the President’s desire to show his good will toward the legislative body. The President does not forget that he came to ‘Washing- ton as Vice Presidént in 1920 when the popular outcry was that Congress was too subservient to the executive and when the clamor was for an inde- pendent legislative body as of old. Majority’s Wodl Strictly speaking, ~however, when the record of Congress is extolled it is the record of the majority party. The President had nothing to give out through his spokesman or otherwise about the Demberatic party or its co- operation in framing the biggest piece of legisiation in Congress, namely, the new tax reduction law. Nor did he have occasion to mention the part played by Senator Simmons of North Carolina in forcing a revision of the taxes on incomes under $75,000. RBut it isn't the business of a publican President to praise the Demo- crats for non-partisanship, any more than a Democratic President thought in 1918 it was his affair to close what he thought was obstructive tactics on the part of the Republican minority toward his foreign policies, The sum and substance is that Mr. Coolidge_has gotten back to the same position in which President Roosevelt and President McKinley found them- selves. when by statements and public speeches they pointed out the achieve- ments of the Republican Congress an: made a direct bid for their retention in power. All of which is customary in politics, and before next November Mr. Coolidge may go even further to try to help the Republican party re- tain control of both houses. Atmosphere Is Bi-partisan, It all depends on how the appeal is framed and the temper of the country at the moment, for it will be conceded that the atmosphere is a good: deal more bipartisan today; both inside and outside of Congress, than it was in the /emotional month of November, 1918, even though tlm war was then draw- at deal to Mr. Covlidge publican y this Autumn m/ ‘the congressional elections.
