By the Associated Press Questions of congressional, soclal and constitutional precedence have become involved in a heated contro- versy golng on between the House ways and means committee and the Senate flnance committee. It all grew out of a dispute as to whether Chairman Green of the House group, or Chairman Smoot of the Senate committee, shall head the joint congressicnal committee on in- ternal revenue, created under the new tax law to study the operation of such acts with a view to the ultimate * |remedying of inequalities and im- proper administration. Members of the House committee contend that Mr. Green should head the joint committee because under the Constitution all revenue legisla- tlon must originate in the House. The Senate committeemen, on the other hand, hold that Senators ge - | erally are accorded greater recog tion at social functions and that th chamber 1is the superior body of Con- _— gress. This is denied by the House members, and the chairmanship, meanwhile, remains vacant. e i MILLS GIVES REBUKE TO HOUSE DEMOCRATS Calls Effort to Investigate Alien Property Funds Move to Get Campaign Material. A move by Democrats on the House ways and means committee to obtain information from the Treasury on alien property transactions was char- acterized in the House yesterday by Representative Mills, Republican, New York, as an effort to obtain cam- paign materfal. He sald Representative Garner, Democrat, Texas, sponsored the move “in a hops, no matter how faint, to dig up a flittle matter” for the com ing congressional campaign Garner asked Mills If he would object to an investigation of allen property funds as proposed by Representative Connally, Democrat, Texas, who had just concluded speak- ing on this subject, and presented a resolution for an inquiry. The New York Representative replied that he thought the proposal a useless waste of money. S. Judge. Special Dispatch to The Star. BALTIMORB, May 5.—Warren S. Lloyd pleaded gullty yesterday to charges of stealing funds from men- tally disabled veterans of the World ‘War, for whom he had acted as 8 an. Lloyd is an attorney and was adju- tant of the Maryland Department of the American Legion in 1924. His plea was made before Judge Morris A. Soper in the United States Circuit Court. Judge Soper accepted the plea and took the sentencing of Lloyd under advisement. Lloyd was indicted on seven counts of embezzlement. It is alleged that he took $27,156 from veterans who were receiving compensation through the United States Veterans' Bureau. Ac- counts of 18 men were involved, it was said. Carter, who prosecuted the case, told the court a check-up of United States Veterans’ Bureau auditors showed that he was short more than $32.000 in his accounts. in addition to a shortage of $9.867 in the estate of a deceased veteran. Bonding companies, it was said, must stand the loss for the most part and not the veterans themselves. Lloyd was bonded for all but $6,000 of his shortage.
