LONDON, October 3.—In the lan- guage of the prize ring, Ramsay Mac- Donald has had a brilliant ‘“‘come- back’ at the Liverpool conference of the Labor party. He hastcompletely routed the Reds and re-established his supremacy over the Labor movement, representing the principle of constitu- tlonalism as against the advocates of revolution. S Day by day Mr. MacDonald has de- livered smashing blows agalnst the whole bolshevist movement within the Labor party and has secured the over- whelming support of the conferance. The result leaves the Communists practically outlawed from the party officially. Can’t Suppress Activities. Their activitles in the trade unions, however, cannot be suppress their efforts now will be dir smashing the political labor ment by incendiarism and direct tion within thi . but the situa tion ha: erpool, the main move: Iabor now is definitely comm adherence to constitutional ment. Not the least dramatic episode of the prolonged encounter was Mr. Mac- Donald’s specific charge that Com- munist leaders took orders and re- ceived cheques from Moscow. It is significant this allegation was mnot challenged. and public comment is that if Mr. MacDonald knows the facts he ought to expose the names. Such an_exposure of agents of Mos- cow would do much to discredit their activities in the eyves of labor. It would serve also to illuminate the meaning of the Soviet external policy. The key to that policy Is disintegra- tion of the British system, which is regarded as the corner stone of the present world economic structure and the most vulnerable to attack. Disruptive Propaganda. In China, Indis, Persin and Asia Minor—wherever the British interest are involved—a vast, incessant, dis- ruptive propaganda is being carried on, always directed primarily against British prestige. The aim of the Com- munists here is to foment this prop- aganda from within by giving the appearance of labor support to every revolutionary movement in any part of the world where British interests are invoived. Not the least important feature of the Liverpool conference s the em- phatic disassociation of labor from this incendiary scheme. e publication of Viscount Grey's book has been one of the conspicuous events of the week. It made a pro- found impression on_the public mind by its luminous simplicity and disarm- ing candor. It is universally agreed that it presents an unanswerable case for the pre-war policy of Great Britain and that it reveals Grey throughout as struggling with a single-minded purpose to preserve the peace of Eu- rope. Coal Trade Subsidy. The subsidy to the coal trade has net served to lift the depression in that industry. By the Associated Press. CHICAGO, October 3.—Members of the Gen. Wood presidential campaign committee of 1920 are asked to pay Dpro rata to Col. William Cooper Proc- ter, who was chafrman and financial angel of the Wood candidacy, the total of $600,000, in his suit pending here in the Superior Court. The veraict for $62,697 against Col. A. A, Sprague, who was treasurer of the Wood campaign, returned by a jury yesterday in Federal Court in favor of Col. Procter, clears the way for the larger suit. Members of the Wood campaign committes made defendants in the $500,000 suit include James R. Gar- field, Cleveland; Norman Gould, New York; Col. Wilson B. Burtt, Thomas J. Miller, Horace G. Stebbins and Fred Stabley. The case against Col. Sprague was based on a note for $100,000, whicl Col. Proctor and Col. Sprague had signed, but which Col. Procter alone paid. Col. Procter sued for half that sum with interest. Col.
