The British government could, under mno circumstances, acéept or make any proposal_ except in consultation and agreement with the allles. that the cabinet would probably feel that the. present situation would not : justify them in approaching their al- lies on this subject at the present moment; but, as Col. I thought | 'SureRelief 'FOR IN | militarism and armaments made the |¥ World War inevitable and he doubts that even yet nations have learned that lesson +ithout which, he thinks, | they must perish, It never has hitherto been defi- nitely revealed that President Wilson | § af [ 1 as early as 1916 was thinking throwing the weight of the United States into the conflict on the side of the allles. Even Earl Grey in his memofrs qualifies it with the .state- | ment that the President was consid- ering it as an alternative to a peace conference. The sequence of events, however, as they are revealed by the diplomatic history of that time, bears out Viscount Grey's recital. Drawn Up by House. In his memoi he records that in Februa . M. House, Presi- dent Wilson's personal representative on many unofficial diplo tiations in European capitals, set down in collaboration with him a memorandum defining, as definitely as was then possible, the steps Presi- dent Wilson would be prepared to take and the terms of peace which the President would use the influence of the United States to secure. House, he writes, left a copy of the memo- randum with him, while he returned to Washington, and later cabled that the text had been confirmed by the President. The text of the memoran- dum which Viscount Grey inciudes in his memoirs dated February 22, 1916, is as follows: - Memorandum. (Confidential). Col. House told me that President | Wilson was ready, on hearing from France and England, that the mo-|f to propose that | ment was opportune a conference should be summoned to put an end to the war, ermany refuse it, the United States would probably enter the war against Germany. Col. House expressed the opinion that if such a conference met it would secure peace on terms not un- favorable to the allles; and, if it failed to secure peace, the United States would leave the conference as a bel- ligerent on the side of the allies, it Germany was unreasonable. Col. House expressed an opinion decidedly. .
