Such ordinances are futile and tend to break down respect for the law.” The ordinance in question would re- quire persons other than health offi- cers who buy, sell, or handle infec- tious disease cultures under any con- ditions to be licensed by the city health commissioner. All such per- sons, -including students, would have to pay $1 license fee. The disclosure was madg during the development of the Shepherd case that deadly germs were obtainable in a great many laboratories throughout makers to be disturbed over the possi- bility of irresponsible persons obtain- | ing disease cultures to be used for whatever nefarious , purpose they might have. The possibility of a gen- eral epidemic of deadly disease through careless distribution of germs even was stressed. Demand arose for some city action to regulate the traffic in disease cul- tures, and until now the move met little ‘opposition. Scientists, however, after seeing what some lay inidviduals can start when they get to legislating want to take no chances. They pre- fer to have even regulation of germ ods Far-Reaching Sequel. By Consolidated Preas CHICAGO, July 15.—A battle be- tween law and sience, somewhat over- shadowed by the doings at Dayton, but. still with the probability of fa reaching consequences, is going on here, engendered by the attempts of the municipal council to regulate the use and sale of dangerous germs. Ease with which death-dealing bac- teria could be propagated and distrib- uted completely outside the law was emphasized by disclosures during the famous Shepherd case. The result was that the city council decided to do something to put a stop to practices which opened the way to use of disease germs for criminal purposes. Action on the proposed germ-regu- lating ordinance is scheduled for this week. Today, however, the -city's leading scientists are up in arms. They want unrestricted freedom to handle and distribute deadly germs as their professional practices warrant, without any interference of the law. Scientists Appeal to Council.
