PITTSBURGH, July 9.—Setting a record in the history of the en- dowment, the Henry C. Frick Edu- cafional Committee yesterday sent away for Summer study, all ex- penses paid, 305 Pittsburgh public school teacher: The scholarships, scattered through 47 institutions of learning in various parts of the world, will cost the commission $45,950. The winners will take Summer courses to improve their equipment as teachers. C., THURSDAY, JULY 9, 1925. 20 PER GENT TAX CUT FAVORED BY TINKHAM Advocates Using Interest on Fund- ed Debts, But Not Principal, for Reduction Plan. + President Coolidge’s plan for a gen- eral reduction of taxes can be carried out to the extent of a 20 per cent cut in the Federal levy, according to Rep- resentative George Holden Tinkham of Massachusetts, a member of the House appropr ons committee. Ad- vocating the funding of foreign debts to the United States, Representative Tinkham says: “Interest payments upon the fund- ed debts may be applied to tax reduc- tion, but payments of principal shall be used to reduce the national debt. “If the foreign debts now unfunded are funded in accordance with the terms of the British settlement for €0 years the annual interest payments would be $300,000,000 to $350,000,000, or about 20 per cent of the total Fed eral income tax per annum and about 10 per cent of the total annual Fed- eral taxes. “When all foreign debts are funded, about $1,000,000,000 would be paid an- nually on account of principal.
