Area Suffering Twice. ‘The vagaries of tornadoes, one va- riety of which recently snuffed out upward of 800 lives in the Middle West, have almost completely baffled the researches of science. The sud- denness with which they strike, and the destructive force of their attack, have made scientific study extreme- ly_difficult. Prof. Willilam J. Humphreys, of t weather bureau, describes a torna as “a violent rotating storm of s! dimensions.” The chances are, he sa: that not once in a thousand years would & tornado hit the same spot twice. HAMBURG, Germany, April The Hamburger Fremdenblatt prints an officially inspired article on Ger- many’s forelgn policy, in which it is sald that Germany's offer of a se- curity pact was prompted by a de- sire to prevent a proposed new en- tente between France, England and Belgium directed against Germany. The article adds that this desire has met with the full understanding of Italy and Great Britain, but that it is not yet certain whether France's fears have been dispelled by the pact offer. Germany's offer means a re- nunciation of the aggressive polioy for regaining Aisace-Lorraine, and it leaves Alsace-Lorraine free to strive for autonomy. The pact would mean the renunciation of plans by France for taking the left bank of the Rhine by military force. The pact, concludes the article, leaves the door open for a peaceful understanding for regaining Eupen and Malmedy, In Prussia, now under Belglan jurisdiction.
