Following is the first of two articles by Dr. Sten Konow dealing unrest in India and the activity of the agents of the Russian com- wnunist internationale BY DR. He draws the conclusion that the gov- ernment has intended a blow, not ainst anarchism, but against the| svaraj party. Many Indians are in- clined to agree with him No wonder that other leaders, who for some time showed a tendency to stick to the former war cry of mon- co-operation with kovernment in the counclls, have joined hands with him. Most prominent among them is Mr. Gandhl, the mahatma, as_the Indlans are fond of calling him. He and Das recently arrived at an understanding, and their followers are organizing a united front‘in opposition to the new policy. Other politiclans have fol- lowed the lead of the mahatma. New Strength to Svarajists. Such is the situation today. The government's action, it would seem, has glven a momentary check to the anarchist movement. But, on the other hand, it has given new strength to the svaraj party, and there is nothing that appears to point toward the possibility of a compromise. The government, and notably the gov- ernor of Bengal, have so strongly bound themselyes to the new policy that they canrot well retrace their steps. On the other hand, it is clear- 1y impossible to lay before the public the materials on which they have based their conclusions. Experience has shown that those who give In- formation to the government run the greatest risks, and it is incumbent on the authoritles to protect them. The savarajists, on their side, nat- urally react against all repressive measures, and their position, in mapy 0., WEDNESDAY, FEBRUARY 4%, 1925. respects, is the same as when the Rowlatt bills united the different op- position partles in a common ef- fort to secure personal inviolability to the Indians within the law. Some aspects of the present situa- tlon are of general interest and con- cern more than India. 1s there any connection between the anarchist movement in Bengal and Russian bol- shevism? And, if not, how are we to explain the recrudescence of an- archism at the present time, when the introduction of constitutional reforms would seem to pave the way for In- dla toward responsible government?
