As the bill is now written, - | spokesmen for the conferees declared, it would be impossible to obtain a satisfactory lease. The clause calling for the annual rental of 4 per cent of the $50,00 which they hope to report|, is expected to be modified to allow a graduated scale of payment that would allow the lessee to pay smaller unts during the early life of the e and increase them in the later years. The conferees expect to pro- vide for the same ultimate return to the Government as {s now provided in_the measure. Another change now is expected to be made in the section that requires the lessee to distribute all power that is not needed for ‘the production of 40,000 tons of fixed nitrogen for fertilizer. The conferees are sald to be disposed to broaden this section to permit the operator to manufac- ture other products. Time Limit Extension Probable. The time limit imposed in the Underwood bill within which the lessee would be required to produce annually 40,000 tons of nitrogen is expected to be increased from six to at least eight years.
