Reiterating his stand in approval of the bill to establish a medical service in the Veterans' Bureau, Director Hines of the bureau has written President Catherwood of the National Civil Serv- ice Reform League in answer to the lat- ter's criticism of the legislation. The proposal, Gen. Hines sald, would result in a saving rather than an increased cost to the Government The bill, it was pointed out to Mr Catherwood, does not propose to establish a medical corps, but a medical service. “Under its terms,” sald Gen. Hines, “officers selected for this service will be given the same allowance of quarters, heat and light, etc., that are given to other commis- sioned medical personnel in the Gov- ernment service, but retirement will be for disability enly.” The director said he was a lever in the merit system, and will lend every possible co-operation to apply that system where it is appli- cable.
